Group Legal Counsel

Emmanuel Auru

Emmanuel Auru joined Steamships as Group Legal Counsel in 2025, bringing over 16 years of legal and regulatory experience across competition law, mergers and acquisitions, banking and finance, and economic regulation.

Before joining Steamships, he served as Head of Legal & Company Secretary at Westpac PNG, and held senior roles with the Independent Consumer and Competition Commission (ICCC) and international law firm Allens Linklaters.

Emmanuel has played a key role in some of Papua New Guinea’s most significant legal and regulatory developments, including competition law reforms, SOE restructures, and major transactions such as the Santos-Oil Search merger and ExxonMobil’s acquisition of InterOil assets. His deep understanding of both public and private sector legal frameworks positions him as a strategic asset to Steamships as the company enters its next phase of growth.

He holds a Master’s degree from the University of Melbourne, a Bachelor of Law from the University of Papua New Guinea, and post-graduate certifications from the PNG National Research Institute, the Merger Training Institute (London), and the Australian National University.
